He said: “I am in the middle of the controvers­ial situation with VAR and it is clear the most difficult thing that people have with it is the offside rule.

“You have had offsides by... a fraction of a centimetre, offside literally by a nose. I believe it is the time to do this very quickly.

“Instead, you will not be offside if any part of the body that can score a goal is in line with the last defender. That will sort it out.”

FIFA will also insist all major grounds have big screens so fans know why decisions have been taken.

Manchester United and Liverpool are the only Premier League clubs without a big screen.
