Manchester United striker Greenwood and City playmaker Foden – who were fined £ 1,360 each by Icelandic police – are now facing disciplinary action from their clubs.
Southgate is also no stranger to leaving players out in the cold for breaking rules.
And the England boss is ready to suspend them from the next round of international games next month.
While the rest of Southgate’s squad flew to Copenhagen, Greenwood and Foden travelled home on a private plane.
The Football Association has launched a joint investigation along with the players’ respective clubs into what happened – and how they managed to breach FA security.
United said they were “disappointed” with the actions of Greenwood, while City laid into Foden and described his behaviour as “totally inappropriate”.
A City statement said: “His behaviour not only directly contravenes strict guidelines related to Covid- 19, but also falls well below the standard expected of a Manchester City player and England international.”
The pair’s doings contravened the FA’S code of conduct for players on international duty.
It is alleged the duo, who only made their England debuts in Saturday’s 1- 0 win, booked a separate room on a different floor of the team hotel to stage the secret meeting with the unnamed girls.
It is also claimed Greenwood had been in contact with one of the girls for several days ahead of the Iceland game.
Both will have to be tested for the virus upon returning to England as well as being quarantined for at least five days ahead of the new Premier League season.
