Data from Ucas revealed 80% of applicants with three D grades or equivalent were accepted on an undergradu­ate course in 2018. Overall, 76.8% of successful applicants missed their predicted A-levels by one or more grade, a rise from 73.3% in 2013, the End of Cycle Report showed.

For students who missed their predicted target by three or more grades, there was an increase of 3.3% on those receiving a place since 2017 and 11.5% since 2013, the year after annual £9,000 tuition fees were introduced.

The increase in students offered university places with lower grades could fuel fears that institutio­ns are admitting students simply to fill courses and receive tuition fees.

The admissions service said it was working with schools and universiti­es to improve the accuracy of predicted grades.

For the 44,150 applicants who achieved grades equivalent to CCC or lower, the acceptance rate into higher education was 84.3% in 2018, compared with 79.3% in 2013.
