Why bother putting litter bins out?

I SOMETIMES ask myself why Derby City Council put waste bins in the street as litter still gets thrown on the floor?

On Crawford Road, near a bus stop, there are now two bins, yet still litter gets dropped there, sometimes broken glass dangerous to dogs.
