Salon plans for Comrie garden given go-ahead

-

PLANS to create a health and beauty treatment facility in the garden of a Comrie home have been given the green light.

Members of Fife Council’s Central and West area planning committee gave the go-ahead for the salon at Dean Acres despite objections raised over traffic and noise concerns.

A report from planners said a single-storey wooden-clad unit in a back garden was being proposed which was obscured from view in most directions.

“The unit would operate between 8.30am to 9.30pm Monday to

Friday,” it explained. “The site is in an established residential area but given the nature of the proposal and the proposed operating hours, there would be no significant impact on the neighbouring properties in principle. As such, the principle of the development is acceptable in this instance.

“Objectors raised concerns over the potential impact as a result of the operating hours being initially stipulated as 8.30am to 9.30pm Monday to Saturday. The applicant responded to these concerns by amending the proposed operating hours to exclude any works on Saturday, with the intention to provide a maximum of 10 appointments per week.

“The council’s environmental health team was consulted in this regard and provided no objection to the proposal. A condition has been attached to this recommendation to ensure that the use is restricted to the proposed operating hours.”

The limited number of hours would also, the report stated, mean a

“minimal impact” on traffic movement and pedestrian safety in the area.

It added: “The proposal is acceptable in terms of form, scale, layout and choice of materials. It would have no significant detrimental impact on the surrounding area and would create no significant residential amenity issues in relation to privacy and noise. The initial road safety concerns have been adequately addressed and conditions have been attached to this permission to ensure these works are carried out to the council’s recommended standard.”
