Third bid to build homes on Bay site

Muir Homes will consult public on Fulmar Way proposals

RESIDENTS are likely to make some noise after a firm that’s twice been refused permission came back a third time with plans to build houses on a site in Dalgety Bay.

Muir Homes, based in Inverkeith­ing, are asking for the views of the local community on how a vacant lot at Fulmar Way, near the Asda store, could be developed.

And if they come forward with proposals to build homes, they’ll hope it’s third time lucky after Fife Council kicked out two previous attempts, in 2015 and 2018, amid concerns about noise.

Nicola McCowan Hill, the land and planning manager for Muir Homes, said: “We want residents’ views to help shape the proposals for this important developmen­t on an allocated housing site.

“We want to build quality homes and help add to the thriving community at Dalgety Bay and through participat­ion in this consultati­on we look forward to receiving feedback on the proposals from the local community.

“We will consider the feedback and comments received during this period before any future planning applicatio­n is submitted.”

The most recent applicatio­n, for 44 homes, was refused in May 2018.

The local authority decided that the applicant had failed to show that noise levels of surroundin­g businesses in Donibristl­e Industrial Estate would not affect potential residents.

Local firms Dyce Carriers and Grant Constructi­on were concerned that noise from their activities would lead to complaints from residents and, potentiall­y, action to restrict their operations.

An agent for Dyce had warned that jobs “would be put in jeopardy” if the plan was approved.

Muir hope that by starting a dialogue with local residents and businesses that they can iron out potential difficulti­es before submitting a planning applicatio­n.

They are proposing improvemen­ts to the open space adjacent to the existing play area, a new well lit footpath through the developmen­t to the shops, new transport options and a landscaped barrier to reduce any potential noise from traffic or neighbouri­ng employment uses.

Anja Saunders, chair of Dalgety Bay and Hillend Community Council, said: “At the moment the community council are facilitati­ng a short Q&A session during our usual monthly public meeting in December to gain more informatio­n from Muir Homes.

“The community council will remain non-committal until we have all the informatio­n relevant to the applicatio­n and will comment further, if appropriat­e, when any planning applicatio­n is made.”
