Can my wisteria regain its former glory?

I have a wisteria that’s never flowered in the three years we’ve lived here. The previous owner cut it right back to the ground but apparently it used to cover the whole front of the house. It has grown again but never flowers. Could it have gone into shock due to it being cut back so severely, and will it ever flower again? there’s no one answer about why your wisteria isn’t flowering, although

QAi think i might take a little time to recover if someone cut me right back to the ground!

the best wisterias to grow are grafted plants – two different varieties of the same plant are joined and grown together. one section makes up the lower plant and roots and the other is the rest of the plant that produces leaves and (hopefully) flowers. if the previous owner cut the wisteria back below the graft then it would regrow,
