Being given a new job title does not necessarily mean it’s a promotion. Some people stuck in an office rut ask for a new title (anything to make it seem like their eight years involved some kind of progression). Others are ‘awarded’ a new title in place of a pay rise. Still others are given new titles just so they can be moved to another desk away from everybody else because they’re annoying, but it’s too much hassle to fire them.
