THE sinking of a submarine with 44 crew on board was caused by the inefficiency of naval commanders and budget constraints, a commission found — dispelling theories the vessel was attacked. It also criticised president Mauricio Macri’s handling of the tragedy. The ARA San Juan disappeared in November 2017 in the South Atlantic, and was found almost a year later at a depth of 2,625 ft off Patagonia’s Valdes Peninsula.
