Why do I never see any worms in my garden?

This situation creates a vicious circle, because the soil structure and organic matter content won’t improve unless worms are present to perform the necessary activity. It’s almost impossible, by digging in organic manures or composts, to alter the conditions sufficiently to encourage worms to establish and multiply.
I’d use whatever organic matter you have and spread it as a thick mulch over the soil. Moisture retentiveness in the upper few inches will be enhanced and I’d expect a worm population to build up over the next couple of years.
