FLY-TIP­PING of black bags in the Vale of Glam­or­gan has gone up since the coun­cil started col­lect­ing just two bags per home ev­ery fort­night. A to­tal of 99 bags were re­ported to the coun­cil.

FLY-TIP­PING of black bags in the Vale of Glam­or­gan has gone up since the coun­cil started col­lect­ing just two bags per home ev­ery fort­night.

A to­tal of 99 fly-tipped black bags were re­ported to the Vale of Glam­or­gan Coun­cil be­tween Septem­ber – when the new pol­icy was in­tro­duced – and Novem­ber.

That was an in­crease from the 61 fly-tipped black bags re­ported in the three months lead­ing up to Septem­ber.

But the coun­cil has said there were 107 fly-tipped black bags re­ported be­tween Septem­ber and Novem­ber 2017 – eight more than the three months fol­low­ing Septem­ber this year.

Coun­cil­lor Ge­off Cox, cabi­net mem­ber for neigh­bour­hood ser­vices and trans­port, said it was too early to draw any con­clu­sions about the ef­fect on fly-tip­ping the new black bags pol­icy has had.

He said ex­cess black bags left un­col­lected out­side peo­ple’s prop­er­ties are un­likely to be recorded as fly-tip­ping.

Cllr Cox told a full coun­cil meet­ing on Wednesday: “The gen­eral lev­els of com­pli­ance with the two bag rule have been ex­cel­lent.

“In the three months since the in­tro­duc­tion of the scheme, our of­fi­cers have only re­ported 117 in­ci­dences of res­i­dents who have breached the rule on more than one oc­ca­sion.”

He added coun­cil of­fi­cers are tak­ing ac­tion against those 117 res­i­dents.

The coun­cil has also said the num­ber of black rub­bish bags be­ing col­lected in the Vale of Glam­or­gan has gone down by 31% since the two bags per fort­night rule was im­ple­mented.

It has also led to an 8% in­crease in kerb­side re­cy­cling, and a 19% rise in food waste re­cy­cling, ac­cord­ing to coun­cil fig­ures.

Over Christ­mas and new year the black bags re­stric­tions will not ap­ply.
