I’m guessing if you are planting out bedding every year that this is a sunny enough border.
You might be better off using perennials which will re-emerge each spring, usually bigger and better.
I note you want low-growing plants so I’d suggest the likes of Geranium ‘Rozanne’ which will provide lots of blue flowers right through to autumn.
Other candidates are Yarrow, Nepeta, Astrantia, Coreopsis and Rudbeckia.
Plant a mix now for a kaleidoscope of flowers from now until late autumn.
Allowing a 2ft spread per plant, you’ll need 16 plants to fill this border.
