Council gives go ahead for homes plan
by Calderdale Council’s planning committee has given the goahead for a major new residential village in Hipperholme. The plans were deferred in December following concerns about whether the complex could sustain the needs of its residents.
Blackshaw Holdings has proposed to develop the derelict former Monoplas Plastics site at Allen Works, Badger Lane, into a retirement village comprising of 74 apartments, a 40-bed care home, a community centre, a bowling green and allotments.
The Continuing Care Retirement Community (CCRC) would include two independent living apartment blocks and three assisted living appartment buildings.
A planning report to the committee outlined that a minibus service would be in operation for staff and residents and minibus trips would also be offered.
But the plans received 32 letters of objection and speaking before the planning committee, objectors raised concerns over a future change of use of the land and issues about the sustainability of the proposed development, as well as access.
Coun David Kirton (Con, Hipperholme and Lightcliffe), said: “It is an extremely difficult street to access and exit from.
“The end of Halifax Road is a nightmare at peak times. If we are serious about sustainability we should look at all the options to enter into a legal agreement about the minibus and a legal agreement for residents to enter a car-free environment.”
Councillors John Hardy (Con, Skircoat) and Faisal Shoukat (Lab, Park) also raised concerns about increased traffic around access to the site.
Councillors passed the outline plans subject to a phased development of the site and other conditions.
