A POLICE officer who patrolled Hinckley town centre for 20 years was presented with Dedicated Neighbourhood Officer of the Year award.

PC Clive Clarke collected the award at the Chief Constable Commendation Awards in Leicester.

He was chosen for the honour because of his outstanding hard work and commitment to his Hinckley Town Centre for more than twenty years.

Having worn the Leicestershire Police uniform with pride for 27 and a half years PC Clarke retired in September of this year to a host of endorsements from numerous partners, supervisors and his inspector.

Chief Superintendent Andy Lee, in charge of local policing, said: “Clive’s performance within his role has been outstanding. He has a phenomenal working relationship with local partners, including the council, the Business Improvement District, Youth Offending Service, educational establishments and other organisations.

“Through the forming of these great relationships, PC Clarke has helped to build trust within the community whilst also making Hinckley town centre a warm and welcoming safe place for all to visit.”

For more than 20 years PC Clarke performed the role of Hinckley Town Centre Dedicated Neighbourhood Officer exceptionally, his ability not only to respond to issues but also to prevent issues in the first place by working proactively and forming positive relationships with key stakeholders and businesses, allowed for great progress to be made in terms of anti-social behaviour (ASB) in the Hinckley and Bosworth area.

In addition, in 2004 after the Licensing Act 2003 came into effect Clive took on the responsibility of licensing for the Hinckley and Bosworth area and over the years his knowledge in this field was invaluable in preventing and tackling issues around the night-time economy.

More recently, in the 12-months leading up to his retirement PC Clarke’s vast knowledge helped to identify more than 60 young people who had been involved in ASB and ASB related crime and in turn issued and managed 19 Acceptable Behaviour Contracts.

The Neighbourhood Policing Inspector for Hinckley and Bosworth is Emma Maxwell. She said: “PC Clarke’s knowledge of the Hinckley and Bosworth area really is fantastic. His ability to not just recognise faces but also remember the people, their families, friends and even their dogs has helped to create a really friendly environment in the town.

“Partners, shop owners and even licensees of pubs have expressed to me how good Clive is at his job and how much he will be missed. This is a real testament to the fantastic job that he has done.”

On winning the award, PC Clarke said: “I am honoured and grateful for my work being recognised, not just over the last 12 months but also for the previous 26 years I have served for the force and for Hinckley.”
