MAN JAILED FOR SICK CHILD ABUSE CRIMES LOOKED AFTER VULNERABLE YOUNGSTERS

A SICK paedophile who abused two victims for ten years worked as a foster carer in Hull, it has been revealed.

David Javan, 67, was described as a “monster” as he was jailed for his sickening crimes earlier this month.

He pleaded guilty to 24 sexual offences against his two victims and was jailed for 12 years.

Now, it has emerged that Javan worked as a registered foster carer in the city, looking after some of the community’s most vulnerable children.

And Hull City Council has confirmed its officials worked with police on the investigat­ion into his crimes.

The council said the offences he was jailed for were not linked to his fostering.

A spokeswoma­n said: “The offences do not relate to any children placed under foster care arrangemen­ts. Mr Javan is no longer a foster carer.

“Safeguardi­ng partners take any allegation­s regarding children very seriously and have worked closely together to assist the police during their enquiries.

“There is a support network available for people who have been victims of any sort of sexual abuse, and this case shows how agencies work closely together to support victims and bring their perpetrato­rs to justice.”

It is understood Javan was a foster carer as recently as 2013 but it is unclear how many vulnerable children were in his care.

Some registered carers can have hundreds of children stay with them over years before they are adopted or placed in other care.

Grimsby Crown Court heard earlier this month that Javan groomed his two victims and bribed them with money and trips to Hull Fair in exchange for sexual favours.

He even blackmaile­d one of his victims, telling her if she did not let him touch her he would turned his attention to her youngster family members.

Over a ten-year period while living in Hull, Javan groomed, sexually assaulted and raped his young victims.

In a victim impact statement, one of the women abused by

Javan said she was led to believe she was “in debt” to him as he gave her money or offered to take her on trips, which would have to be paid back in sexual favours.

The history of abuse only came to light years later when one of the women confided in her husband and the police were called.

Javan was arrested in 2019. Mitigating, Stephen Robinson, told the court Javan had a “fall from grace”.

Javan had no previous conviction­s.

Mr Robinson said: “He has been shunned by his family, and he can well understand that. His children don’t speak to him now. The brother he lived with has now also stopped contact with him.”

Judge Ahmed Nadim, who handed Javan a 12-year sentence, of which he must serve two thirds, said: “Both of your victims feel robbed of their childhoods. They should have been safe.”
