The European Union should consider regulating to stop member states from poaching each other’s doctors and other heath workers, the German health minister, Jens Spahn, has said.

Mr Spahn, a conservative heavyweight among Chancellor Angela Merkel’s Christian Democratic Union party, described a knock-on effect of nations attracting doctors from neighbouring countries, such as Switzerland, taking in German physicians.
