And critically no communications with either MPs, council leaders or hauliers and other organisations.
After suspicions grew when a closure notice for the motorway was issued, Tonbridge and Malling MP Tom Tugendhat ambushed transport secretary Chris Grayling. He demanded to know why the government was now considering an option it had effectively ruled out in April when he had raised it with ministers.
It is hard to say whether this plan will become part of the government’s brexit contingency plans. What it may worryingly indicate is there are genuine but as yet unacknowledged concerns around the interim solution and the capacity of the M20 to hold lorries and use the Manston airport site, in Thanet, for any spillover.
