The government said it will now be looking at the interim measures it can introduce before a permanent plan is proposed.

The Department for Transport says its “interim innovative plan” will be developed by Highways England.

This will mean drivers could carry on using the M20 in the event of Operation Stack and is aiming to introduce it by March 2019 – in time for Brexit.

One option is for a dual carriageway to be created on the M20 using moveable or steel barriers to safely stack lorries in the centre of the motorway while keeping the road open.
