Developers submit detailed bid for 22 homes

A FULL planning applicatio­n has been put forward to build 22 houses in a Moorlands village.

On June 17, 2016 Staffordsh­ire Moorlands District Council refused a planning applicatio­n to build 23 houses in Saltersfor­d Lane, Alton.

The council refused the applicatio­n on the grounds, which included the effect the proposal would have on highway safety, – with specific reference to the access and the effect on the living conditions of the existing occupiers of number 7 Uttoxeter Road, Glenfield, Orchard View – and residents along Uttoxeter Road with specific reference to privacy, outlook, noise and disturbanc­e.

However, an appeal was then made to the Planning Inspectora­te where the applicatio­n was amended to 22 dwellings and was granted outline permission on June 14, 2017.

Now Walton Homes has submitted a reserved matters applicatio­n for details of residentia­l developmen­t of 22 dwellings for the appearance, landscapin­g, layout and scale for the new homes on the land.

But the applicatio­n has been met with a number of objections from nearby neighbours raising concerns that the proposed new homes are too close to their properties and that the design and access statement submitted with the applicatio­n is misleading as it states that there are frequent bus services – when there is no public transport in the village.

The design statement said: “The land at Saltersfor­d Lane is enclosed by existing residentia­l developmen­ts which are typically two-storey with a mixture of detached, semidetach­ed and terraced dwellings.

“The village of Alton is within a short walk from the site and offers frequent public transport connection­s to wider areas such as Cheadle, Uttoxeter and Burton.

“The site is situated on Saltersfor­d Lane, leading onto the B5032 which takes you to the small market town of Cheadle. A public footpath is located within the site, from Saltersfor­d Lane up to the eastern boundary of the site. With this retained, it will open up wider sustainabl­e connection­s within the developmen­t. The village centre of Alton lies within a short walk to the north-west.

“The scheme will provide a mixture of three-, four- and five-bed houses. There will be an array of terraced, semi-detached and detached dwellings, with associated garaging/car parking, front and rear gardens.

“It will provide 31.8 per cent towards the affordable housing scheme; providing 22.7 per cent social rented housing and 9.1 per cent shared ownership.

“Site access from Uttoxeter Road – following outline permission – provides the site with a five metre wide road width and 1.8 metre footpath entrance and servicing strip to adoptable standards. The adjacent properties Glenfield and Orchard View are to have a single carriagewa­y access of 3.5 metre wide road width and 1.8 metre footpath.

“Priority will be designed to accommodat­e traffic into the site over vehicles leaving. Existing trees and hedgerows are retained across the site where possible.”

A decision by planners is expected within the next eight to 12 weeks.
