Private dog walking field planned near village park

A MOTORCYCLIST was flown to hospital after the bike he was riding was involved in a crash with a car on a busy city road during rush-hour.
Emergency services, including the air ambulance, were called to Lutterworth Road, towards Glen Parva, at about 5.40pm on Friday.
The collision happened at the junction with Red House Road. The carriageway was closed to traffic for more than an hour.
A police spokeswoman said: “The motorcyclist was injured and an ambulance and heli-med air ambulance attended the scene.
“He was taken to Leicester Royal Infirmary for treatment.”
No information has been released on the extent of the motorcyclist’s injuries. Police said they were “not believed to be life-threatening”.
PLANS for a private dog walking field within yards of a public park have been submitted in a Leicestershire village.
A design and access statement handed to Harborough District Council as part of the planning application says that the facility will benefit the “growing number of dog owners in the location”.
The plans would see the plot off Braybrooke Road, Little Bowden, which is currently used as grazing land for sheep, altered so that pet owners and professional dog walkers can take their animals there for a walk.
A map, right, that shows where the field would be sited shows that Little Bowden recreation ground is just yards away.
Paperwork with the application reads: “The proposal will seek to provide a safe and secure area, available for private hire, for use to walk and exercise dogs. It is envisaged that primary use will be private individuals and professional dog walkers.”
No details are given about how much it would cost to use the facility. Paperwork states that no staff will need to be employed as a result of the plans.
There are no plans for lights to be put up, the document states it’s most likely that the operating hours will be weekdays in daylight hours.
Information included in the statement says that the applicant – a Mr C Gowling – seeks to provide a “safe and secure area, available for private hire, for use to walk and exercise dogs”.
The document states: “It is envisaged that primary use will be private individuals and professional dog walkers.”
Parking facilities for up to two vehicles are included in the plans.
The application also states: “The proposal provides a diversification of the rural economy, providing a facility for the growing number of dog owners in the location and the proposals have been designed accordingly.
“We believe that the proposal, which involves the diversification of an existing agricultural enterprise, fully accords with the Harborough Local Plan and, as such, should be granted [permission] without delay.”
A fence will be put up around the edge of the field that will “not harm the quality, character or amenity of the area”.
Dog waste bins will be included within the site, with suitable collection to be agreed as part of a waste management plan. As yet, there are no public comments to view on the Harborough council website.
