Higher abuse fines
A NEW system of fines to deter animal abuse has moved closer to becoming law. The Animals (Penalty Notices) Bill aims to offer a middle way in responding to abuse that does not require criminal prosecution but is more severe than receiving a warning letter.
Conservative Andrew Rosindell (Romford) said the proposals would allow penalty notices of up to £5,000 to be issued by enforcement agencies to animal keepers not complying with the rules.
