- By LINDA ROUGHLEY AND NEAL KEELING

A CORRUPT police officer with a gambling addiction abused his position to pass confidential information about crash victims to a friend.

Pc Akeel Kadir, also shared images of crime suspects and details of people under investigation for sex offences.

Kadir passed on information about an arson attack and the name and photograph of an alleged burglar, which was shared with more than 200 people. He also passed on details of a drinkdriver and suspected rapist.

Kadir, 54, from Wigan, took advantage of his job as a GMP cop to access secure systems and confidential police information. He then shared the information to his friend Junaid Patel, 36, from Bolton, the manager of an insurance company.

In return Kadir, got perks, a court heard.

Kadir was found guilty of one count of knowingly or recklessly obtaining or disclosing personal data without the consent of the data controller; and one count of conspiracy to commit police corruption after a trial at Liverpool Crown Court last month. He has now been jailed for a year and three months.

The court was told that between 2013 and 2019 Kadir abused his position in the force to ‘access secure systems and obtain confidential information in relation to police investigations and intelligence.’ Investigations by GMP’s AntiCorruption Unit showed that Kadir accessed police systems to pass on confidential information to Patel, who ran Apex Claims Management (UK) Ltd in Bolton, a company which managed motor insurance claims.

Kadir, of Kilburn Road, Orrell, further abused his authority by sharing confidential images of suspects of crime and personal details of those under investigation for sexual offences. He initially shared information about crash victims, the company would then approach insurance companies offering hire cars and storage services.

Evidence from Kadir’s bank statements showed that he was a frequent gambler, but he claimed he passed any cash received from his co-accused to charity or that they were loans. These claims were proved to be false.

Akeel Kadir has been jailed

Kadir had been allowed to carry on working until his conviction last month when he was suspended from duty. Sentencing Kadir, Judge Neil Flewitt KC told him that his offending was so serious only an immediate custodial sentence was appropriate.

Judge Flewitt said that 29 events involved Kadir improperly exercising his powers and privileges and he was satisfied that most involved some benefit to the Pc or one of his associates.

Businessman Soyab Dhalech, 53, of Princess Road, Lostock, was acquitted of the conspiracy and Judge Flewitt said that as a result of that he ‘could not be sure that suspicious deposits into Kadir’s bank account was a corrupt payment.’

However, the judge told the court he was sure that Kadir was rewarded in kind, such as provision of hospitality at the Apex offices and the provision for free of hire vehicles, storage and repairs.

While much of the confidential information related to road traffic collisions for the commercial benefit of Mr Dhalech’s claims company, which was managed by Patel, on other occasions he provided confidential information to Patel, his family or others.

Patel, now living in Dubai but previously of Edstone Close, Bolton, was found guilty of one count of conspiracy to commit police corruption. He was given a nine-month suspended sentence and 120 hours of unpaid community work. Kadir has been suspended from his duties and now that criminal proceedings have concluded there will be an accelerated internal disciplinary process.
