I challenge the assertion that a police officer during a pursuit has the ability and skill to accurately calculate all the risk to life or cost involved with and resulting from ramming a rider on moped, scooter or motorcycle. I sincerely contend that a police officer is not qualified to determine the specific medical injuries his actions could cause nor the probability of harming others as a result of their action.
