Disgust after animal remains found in bin

Police and council don’t say what was found inside

A Perth resident has spoken of her outrage and disgust after rotting animal remains were found in her neighbour’s bin.

Council workers who attended the address in Pullar Terrace were said to be shocked when they looked in the bin after being asked to investigat­e a putrid smell emanating from the long-neglected property.

It is understood a team of police officers then raced to the address straight after the gruesome discovery to establish what the remains where as well as conduct a thorough search of the property - believed to have lain empty since Christmas - out of concern over what had gone on there.

The resident, who did not wish to be named, explained she had noticed the smell get steadily worse over a period of many months and had raised many complaints with the council about it in that time.

She went on to say she was stunned when council workers finally attempted to take the bin only to return it moments later after apparently deciding the police ought to be notified.

She said: “We were just standing here one day and the next thing we saw was the council arrive and take the bin away.

“I thought ‘thank goodness it’s gone’ and then just a wee while later they came back with it and then the police arrived. There was loads of them out there looking around.

“A man came to the door - I’m not exactly sure who he was - and told us remains had been found in the bin but it was nothing to be concerned about.

“I really wouldn’t like to speculate what was in the bin but the smell was disgusting. Whatever was in it had been there for a long, long time. That’s not just been a couple of months - it was stinking.”

Asked if she knew if any action had been taken against her neighbour she added: “I don’t think there’s anything the council can do because it’s private property.”

A Police Scotland spokespers­on confirmed: “Police Scotland attended at Pullar Terrace, Perth after concerns regarding remains found in a bin.

“It was establishe­d that this was the remains of an animal and the local authority were contacted.”

And a PKC spokespers­on said: “We can confirm we received complaints regarding odour, the accumulati­on of waste and pests within the vicinity of a private property in Perth.

“Council officers attended and the source of the odour was identified as a refuse container containing material of animal origin, which was subsequent­ly removed. Work has also been undertaken to deal with pests.

“We have notified the owner of the concerns raised with us; action has been carried out and no further complaints have been received.”
