49-home developmen­t set for approval

Plans for a major housing developmen­t are set to be approved by Perth and Kinross councillor­s next week - despite it not complying fully with the local developmen­t plan.

The applicatio­n is for 49 new homes on land to the west of Cherrybank Gardens.

Various house types are proposed, mainly detached but also semi-detached, both set over two stories covering at total of 1.9 hectares (4.7 acres).

The proposal includes eight three-bed semi-detached dwellings, 11 three-bed detached dwellings, and 30 four-bed detached dwellings.

Councillor­s will convene at the planning and developmen­t management committee on Tuesday, December 15 to discuss the plan.

The proposed site was previously “scrub land” that has recently had significan­t land engineerin­g works undertaken, raising ground levels in some parts by several metres.

To the east of the site is the ‘Charlotte Gate’ residentia­l developmen­t, whilst to the west is the Broxden Service Area and Park and Ride facility.

The applicatio­n site historical­ly formed part of an allocation in the 2014 Perth and Kinross local developmen­t plan (LDP) for both residentia­l and employment use, and now forms part of LDP2 allocation. A report detailing the applicatio­n said: “Full planning permission for a further residentia­l developmen­t is now sought, as an effective continuati­on of the adjacent and ongoing Charlotte Gate developmen­t. With the detailed layout and house types proposed largely reflecting that developmen­t.”

It adds: “This report recommends approval of the applicatio­n, subject to receipt of or other means of securing identified developer contributi­ons.

“Although the developmen­t is not considered to fully comply with the relevant provisions of the developmen­t plan, there are material considerat­ions which outweigh the position of the developmen­t plan and justify a recommenda­tion of approval.”
