I noted your headline and article in PA of December 11, 2020 and am pleased to note that Perth and Kinross Council and Scottish Water are, at last, showing some interest in the city’s drainage system.

The storms causing the frequent flooding in Perth have only manifested themselves in the past 20 years and are becoming more frequent and are, no doubt, caused by global warming.

I have attended local meetings in my own area with representa­tives from both P&K Council and Scottish Water and as far back as 2010 they were going to carry out a “model” to ascertain what was needed to correct the drainage problems in Perth.

At a meeting in 2018, they confirmed they were to proceed with this and it would be completed by 2022, i.e. 12 years after their first intimation. I would guess that we will be lucky if they start work by 2030.

I’m sure most residents in Perth could tell them what is wrong and the remedy. The majority of drains and sewers are over 100 years old and are now too small to carry the volumes of water now being experience­d.

The basic problem lies with the expansion of the town with no thought of drainage. The remedy - dig up the old pipes and install new ones. That doesn’t take 10+ years of planning!

Perth with culvert dimensions on Balmoral Place/Queens Avenue and Queens Avenue/Queens Court which shows that the newly dredged burn at Balmoral Place can cause flooding in Queens Court, and this before 49 extra houses are built.

I would urge the council to reconsider this planning. On one hand the council expresses the view that it is the homeowners responsibi­lity to protect their homes, yet the council makes decisions directly against this advice. I would like to record my complete opposition to this planning applicatio­n.
