ScotRail and Caledonian Sleeper miss performance targets
Scotland’s Public Performance Measure (PPM) Moving Annual Average (MAA) was 90.6% at the end of 2015-16, while Caledonian Sleeper recorded a PPM MAA of 86.0%. The regulatory target is 92.0%. The Office of Rail and Road, in its Network
Rail Monitor Period 8-13 2015-16, reported that the ScotRail Alliance said it would have hit the target but for the closure of the Forth Road Bridge, severe weather, driver shortages and a number of derailments in possessions.
ORR accepts that these affected performance, but even after adjusting for them, it still concludes NR would have missed its targets. ORR says robust plans are in place to meet the targets next year.
NR was responsible for 54% of ScotRail’s delay minutes and 36% of CS delay minutes. For SR a further 37% was caused by itself and 10% by other TOCs, while for CS 55% was caused by itself and 9% by others. SR ran 752,300 trains, while CS ran 2,100.
The Freight Delivery Metric showed that for the year end, the FDM MAA for the Scotland Strategic Freight Corridor was 96.5% (4% ahead of the national annual target of 92.5%).
