Midlands electrification?

As I understand, the Midlands electrification was on hold. I am therefore surprised that posts are going up between Corby and Kettering, and also between Kettering and Bedford. Also, the tracks to Corby have been dualled.

Network Rail has rebuilt a bridge to the north of Corby station. It is apparently going to move on to another bridge to the north of that next.

Is the scheme going to continue over the Harringworth Viaduct? Who is going to operate the service to London? Will it be Thameslink? And when is it due to complete? Tony Bianchi, Stretton (nr Oakham)
