Only a handful of key locations are face-up from setup, with other regions dealt out face-down randomly to ensure a different map layout to explore every time. The two different tile backs still give a rough idea of difficulty, though, so you don’t have to worry about accidentally stumbling into a Deathclaw nest before you’re ready.
