Festival is given licence to party
PLANS to host four days of outdoor music, drinking and festivities outside a cafe for this summer’s jubilee celebrations have been given the nod, despite noise concerns.
Applicant Colin Davies hoped to gain a temporary events notice from Rossendale council to allow outdoor amplified music and alcohol drinking in a cobbled area near The Drop Off Cafe and First Floor venue in Market Street, Edenfield.
Mr Davies wanted permission for music to be played outdoors until 8pm and for drinking in the cobbled area until 11pm at night for ‘Edenfest’, starting on June 2 and finishing on June 5.
Rossendale environmental health officers had objected to the application, citing the risk of disturbance to Edenfield neighbours because of noise.
Borough councillors on Rossendale’s licensing committee were due to make a decision on the application on April 22, with a range of possible options.
However, the agenda item was cancelled, and a temporary event notice has been granted which will allow them to play music outside until 7pm.
An environmental health officer’s report for the licensing hearing stated: “After reviewing the application and the premises history, environmental health raises an objection to this temporary events notice application for the prevention of public nuisance.
“There have been noiserelated issues with the previous use of the outdoor area.
“The council’s development control (committee) has recently refused the extended use of the outdoor area due to it being detrimental to the amenity of neighbours.
“We feel that four days is too long for neighbours to have to listen to amplified music until 8pm and people noise until 11pm.”
Notes for councillors highlighted other licensing considerations too, such as crime and disorder, public safety, nuisance and protecting children from harm.
However, in a statement on its Facebook page on April 27, the venue announced: “Licences have been approved to host live music and entertainment outside during the Jubilee week/end.
“So, we can finally welcome ‘Edenfest’ into Edenfield after years of planning to (two because of covid).
“Join us in a Street Party celebration between 2nd4th June.
“There’s lots going on in the village over this week so why not stay local and check it all out?
“Music will be taking place between 12pm-7pm outside and then 7pm till late inside. Outside shenanigans may be moved inside if the weather says so. If you’d love to get involved, please forward your enquiry to ki. movess@gmail.com.
