Planning officers’ call to reject annexe to building is overruled
COUNCILLORS overruled planning officers’ recommendation to refuse the construction of a detached annexe building.
Mr & Mrs S & G De’ath had applied to Rossendale council for planning permission for householder consent relating to 4 Anderton Close, Cowpe.
The proposal, which was separate from another application for the same street, had been recommended for refusal, but was called in by Coun Jenny Rigby to last week’s development control committee on the grounds of receiving “a fair hearing in front of the planning committee.”
The officer’s report had stated: “The proposed annexe would detract from the character of the host dwelling (No.4 Anderton Close), from neighbouring properties and from views afforded of it from the greenbelt and public rights of way by reason of its scale, design and massing.
“The building’s appearance and design would fail to address the context and character of the site resulting in a visually incongruous addition that fails to add to the overall quality of the area.”
It added: “The proposals would be detrimental to the living conditions of the surrounding neighbours due to the loss of amenity caused by the increase in land levels to create off-street parking resulting in the illumination of habitable windows from vehicle headlights.”
In determining the application, members discussed the refusal of a previous application, evidence that neighbours are now satisfied with car parking proposals, the difference between annex and dwelling, scale concerns and issues of visual amenity. The application was approved subject to conditions set by the head of planning, chair and vice chair.
The meeting also saw conditional planning approval granted to Mr Mohammed Tayab, of EG Group, for advertisement consent for numerous signs at Starbucks Cafe,
Rising Bridge Service Station.
Change of use permission was also granted to Stubbylee Community Greenhouses to convert and alter a council store building into a multi-functional activity room with extension of car parking area at the former aviary, on Stubbylee Lane, Bacup.
