Council applies to erect park fence

HALTON Borough Council has applied to install two sections of boundary fence at Runcorn Town Hall Park along Boston Avenue.

Plans filed by the open spaces division said the railings will be intended to replicate those in place on Heath Road.

A design statement said the proposed works cover a length of 322 metres, the equivalent of about one fifth of the total perimeter.

On Boston Avenue, it runs as far as the bridge over Spur Road.

It added that a 2009 masterplan for Runcorn Town Hall included boundary features and entrances on Boston Avenue.

The report’s author said the railings will be designed to complement the landscape architect Edward Kemp’s original gardens

They added that there has ‘long been a desire’ from residents and Halton Council to preserve and ● enhance the park.

Members of the public have until April 20 to comment on the plans with a decision expected by around May 22.

The park has been used in the past for events such as Runcorn carnival and passing fairs.

Last May it was briefly occupied by Travellers and caravans.

The design report said: “The overall aim of the proposed developmen­t is to further improve the grounds in line with the long ambitions for the site. The proposals include the use of high quality and carefully detailed components that are in keeping with the importance of the site and history of the grounds.

“The proposed entrance piers will replicate the original entrance pillars on Heath Road, and be made using a modern crushed stone-reinforced concrete mix, which will be aesthetica­lly pleasing, strong and long lasting.

“All metalwork will be galvanised and powdercoat­ed mild steel, in a design that copies the original metalwork boundary.”
