Taxing roll

FOLLOWING the independence referendum, councils used the updated electoral roll to find people not paying council tax or claiming single-person discount.

I understand about 85 per cent of the population were on the electoral roll. If the NHS database could be used by the councils for the same purpose then no one could avoid paying the council tax. Has the SNP thought of that?
