A smarter solution
I have every sympathy for those who have lost loved ones because a driver was using a mobile phone (Mail), but harsher punishment will be ineffective when detection and prosecution are only minimal.
To effect just a small increase in prosecutions would entail huge additional policing. Detection is easiest when the vehicle is stationary, but there are circumstances under which harm to others rarely arises.
Should detection arise because of an incident, there is a wide range of offences for which more draconian punishments can be applied. To find a solution, technology suppliers must make sure in-car electronic communication cannot be used while the vehicle is in motion. Robert Kerr, Branscombe, Devon.
