THE City grandee is chairman of the Financial Reporting Council, which this week cleared accountants KPMG of any wrongdoing over its auditing of HBOS before it collapsed.

It hardly looked good that Bischoff was chairman of Lloyds Bank, which rescued HBOS, from 2009 until 2014.
