Less tax, more VAT

With the Government looking for more ways to generate tax revenue, why not expand the list of services subject to VAT to include insurance, bank charges, stamps and MOTs?

This would be better than reducing the VAT registration level to £25,000, which would cripple small business. It would produce a lot of money to pump into the NHS, too.
