STEP 1
Travellers coming to the UK by plane, rail or sea will have to complete a form in advance of their journey with details of where they will spend quarantine
BUT...
■ Just one in ten will be checked by Border Force officials
■ Border Force officials will not be able to check whether the address exists due to time concerns
■ More than one address may be specified in certain circumstances
STEP2
On arrival in the UK,
travellers must show a receipt, either printed or on their phone, to prove they have completed
the form
BUT...
■ Those who refuse to do so will face a fine of just £100 and there appears to be no way to compel someone who refuses to do so
■ While Border Force staff can refuse entry to non- resident nationals, there is little they can do regarding those who live in the UK
STEP 3
Travellers must then travel from the port to their nominated place of quarantine
BUT...
■ They are allowed to use public transport – increasing the possibility of spreading coronavirus
■ Government guidance only advises them on the necessity of taking private vehicles as much as possible'
STEP 4
Travellers must stay at their nominated location in quarantine for 14 days
BUT...
■ Only a small proportion – perhaps one in five – will be contacted by Public Health England to check whether they are obeying the rules ■ It will be left to call centre staff to decide whether to alert the police
■ A fine of £1,000 can be imposed but police cannot go into a house to check the person is there
