■ Despite efforts to work smarter, programme start and completion dates continue to be missed.

■ CMAL considers management of project dependenci­es, weaknesses in the planning of the build and poor supervisio­n to be key issues.

■ Risk and change management planning remains inconsiste­nt with normal commercial shipbuildi­ng practice.
