A NEIGHBOUR from hell who blocked his drains and turned on taps to flood a flat below his has been jailed for 36 months.

Days earlier, Dean Duggan had confronted two residents over his belief they were the cause of him being arrested.

At Dundee Sheriff Court, the 35-year-old – with conviction­s for 99 previous offences – yesterday admitted 18 charges, including over the flooding in Brechin, Angus, last year. He also admitted police assaults and causing more than £1,200 of damage by smashing windows in nearby flats.

Passing sentence and imposing a 12month supervisio­n order, Sheriff Lorna Drummond, QC, told him: ‘There is no alternativ­e to custody.’
