ONLY a vainglorious twit obsessed with his own omniscience like Tony Blair could have set up the Scottish parliament with no outside oversight of the legislation that could be introduced by the First Minister — nor, more importantly, any constraint on the way that person could spend Scottish taxpayers’ funds.

So we have the First Minister splashing the cash in all directions to no sound purpose, and introducing draconian legislation controlling
