Hearing told of Pc’s ‘flirty texts’

A POLICE officer sent flirty messages to three women from his work mobile phone while on duty – and told one: “I was thinking of you being naughty with me,” a misconduct hearing was told.

Pc Robert Davies messaged three different women he met on duty from his Gwent Police mobile phone with “suggestive and overly familiar comments”.

The hearing was told one woman, known as Ms A, was in contact with Pc Davies when her sister was the victim of a crime in January 2020.

Jonathan Walters, representi­ng the force, said Pc Davies already knew Ms A before the investigat­ion was launched.

It was alleged that he dealt with the investigat­ion in January 2020, before he went on to send Ms A a text that same evening referring to “naughty dreams.”

Pc Davies continued to message Ms A when the investigat­ion ended and told her it was “fate to come to your house after all these years”, the hearing was told.

Pc Davies also told her she was a “strong awesome lady” who “looked great” and needed a “big hug” to get to sleep.

It was alleged that he sent another message in March that year to say: “No hugs till it’s over and after that maybe a kiss too.”

He added: “I expect you are still as much fun as you have always been. I was thinking of you being naughty with me. If that’s OK. I need someone who is fun. You get some rest x”

The hearing at Gwent Police Old Headquarte­rs heard Pc Davies attended the home of another woman, known as Ms C, when she called police about an ex-partner harassing her.

Mr Walters said: “When he called at her home Ms C felt that the officer was becoming far too personal.

“Text messages were exchanged from April 12, 2020, and some of the messages were entirely inappropri­ate. For example, the reference to the applicatio­n of suncream and that meeting her had ‘lifted the mood.’”

The hearing was told Pc Davies also told her he would like to be “with her drinking whisky” and said she was “gorgeous in every way”.

The hearing was told a final woman, known as Ms B, was the victim of domestic abuse and in regular contact with the officer between February and

May, 2020.

He told her she was “important” to him, contacted her on Facebook and suggested meeting up after lockdown.

Mr Walters said: “The messages were all discovered on the officer’s works mobile phone and contain genderrela­ted, suggestive and overly familiar comments. Some of the comments are wholly inappropri­ate and unprofessi­onal.”

Mr Walters said Pc Davies “failed to maintain the boundaries” between a police officer and members of the public who he came into contact with because of his duties.

Mr Walters added that the behaviour was “akin to flirting and consistent with him seeking to pursue a sexual or, at the very least, an emotional relationsh­ip with the women.”

Pc Davies denies three allegation­s of gross misconduct by engaging in inappropri­ate and unprofessi­onal text message conversati­ons with three women on his police issue mobile phone.

The hearing continues.
