Ex-tory visited website showing child rape

THE ex-leader of the Tory group on Swansea Council has been jailed for visiting online chatrooms broadcasti­ng the live rape of children. ■

THE former leader of the Tory group on Swansea Council has been jailed for 45 months for visiting online chatrooms broadcasti­ng the live rape of children.

Rene Kinzett – who went by the online name “Ukcloudybi Perv” – was also on the site when seven Category A films, the most extreme kind, were streamed. He also asked other chatroom users on a number of occasions if anyone had any “pedo mom vids?”.

Kinzett was a former Lib Dem councillor on Swansea Council who switched to the Conservati­ves, and went on to lead that group in the chamber. The 43-yearold also stood as a Parliament­ary candidate in the Swansea West seat.

Since his disgrace, he has been working as a pizza delivery driver in Brighton.

Kinzett, of Gower Road, Sketty, Swansea, had previously pleaded guilty to 14 online child abuse offences when he appeared in the dock of Snaresbroo­k Crown Court in London to be sentenced.

The offences – six counts of making indecent images of children, five of distributi­ng indecent images of children, and single counts of possessing indecent images of children, possessing prohibited images of children, and encouragin­g the commission of an offence – span the years from 2008, when he was still sitting as a councillor in Swansea, through to 2017.

He was arrested by the Metropolit­an Police in 2015 and was under investigat­ion by that force when the National Crime Agency (NCA) and South Wales Police also launched a joint investigat­ion into him in 2017.

The court heard that on September 1, 2017, Kinzett signed into a live-streaming chat room with his online identity “Ukcloudybi Perv” while footage of children being raped was broadcast.

He was also present online when seven Category A videos were streamed, as well as one Category B and one Category C movie. The court had previously heard that police found videos of children as young as three years old being sexually abused on the defendant’s laptop, and he had sent pictures and videos to other paedophile­s over Whatsapp and the messenger app Kik.

Yesterday Kinzett was sentenced to 45 months in prison, and made the subject of a sexual harm prevention order.

Speaking after the sentencing, NCA senior investigat­ing officer Graham Ellis said offenders were wrong to think their anonymous activities online could stay hidden from the authoritie­s.

He said: “Offenders who take part on these online forums, or possess these depraved images, do so knowing that the children have been abused. They believe they can access images and videos online and stay anonymous. They’re wrong.

“NCA and police officers are highly trained and experience­d, there is no place to hide, we will catch you.”

South Wales Police Detective Inspector Clive Bevan said investigat­ing sexual violence was a priority.

He said: “We have dedicated teams to help and support victims of sexual offences and we work closely with a number of agencies to whom we are able to signpost victims should they wish.

“South Wales Police urges anyone who has been the victim of sexual abuse to come forward, safe in the knowledge that they will be treated with respect and dignity by our specialist officers.”

Children’s charity NSPCC Cymru/ Wales called on the UK government to introduce tough regulation on social networks to help keep youngsters safe.
