Roof terrace bid for city bar

Bosses of a city centre bar are to be asked to explain why they want to create a rooftop terrace.

Stirling District Licensing Board narrowly voted to defer a decision on an applicatio­n by the Crossed Peels in Spittal Street for a major variation of their licence.

The changes include the addition of hotel facilities on the upper floors, the roof terrace plus an increase in capacity on the premises from 707 to 867 people.

While no objections had been lodged against the applicatio­n, board member Councillor Jim Thomson felt the fact Mercat Cross Community Council had not been meeting recently could have been the reason for that and asked if any noise assessment had been carried out in terms of the rooftop terrace.

He added:“Having attended Mercat Cross Community Council many of the concerns they have raised are about noise eminating, not particular­ly from the Crossed Peels, but outside until late. I would like this matter deferred.”

Officials said noise was a matter for environmen­tal health and the planning process rather than licensing but all applicatio­ns were referred to them.They said the operating plan did not include facilities for live music, recorded music or dance facilities and the applicants would have to come back to the board if they wanted to introduce music.

Officers also clarified the position with the time limit for outdoor drinking saying that while many city centre premises had to clear away tables and chairs by 9pm this was generally due to roads permit restrictio­ns.

As the Crossed Peels has an existing outdoor drinking area on their own grounds the 9pm roads permit issue did not apply.

Earl, Graham Houston, Ross Oxburgh and Douglas Dodds voted against deferring a decision, however Councillor­s Maureen Bennison, Danny Gibson, Jim Thomson and AlasdairTo­llemache voted to defer, with Councillor Gibson using his casting vote as chair.
