Dr Roger Cartwright is a maritime historian, author and lecturer who lives in Crieff and is currently a member of the town’s community council.

If elected he has said he would press for a speedy completion of the flood prevention measures in Comrie, end the seasonal closure of the town’s public toilets, work with Police Scotland to provide sufficient resources to deal with youth crime and vandalism, work with developers to “ensure adequate infrastruc­ture improvemen­ts form part of the planning process”, work to improve the retail environmen­t for residents and tourists alike and“resist any vanity projects and further Perth-centric plans that take resources from Strathearn”.

Dr Cartwright said:“In my philosophy PKC is employed by us – the residents – to provide services within a framework of value for money and awareness that it is us and not PKC, and certainly not a political party, they are accountabl­e to.”

Dr Cartwright went on:“As an independen­t, if elected, I do not have to take instructio­ns from party managers as to what and what not to support.

“Every elected member, officer through to junior staff will have my 100 per cent support and cooperatio­n when they act in accordance with PKC policy and, crucially, in a timely and respectful manner towards the residents of Strathearn.

“I would be fool not take advice from colleagues and officers but, ultimately, I will be answerable to Strathearn.

“My place will be in Strathearn and not in an office in Perth.”
