1 Use an old pa­per party hat as a tem­plate. Care­fully flat­ten it out, then trace the out­line onto thin black card. Cut it out and curl the shape to make a cone. Add a sta­ple to se­cure at the bot­tom, then glue or tape the seam. 2 Glue tin­sel around the bot­tom rim, leave to dry. Poke short lengths of sparkly pipe clean­ers through the top, and glue in place. 3 Per­son­alise with shiny stick­ers and use white and metal­lic felt pens to add party-themed slo­gans. 4 Fin­ish by mak­ing a small hole at the bot­tom of the hat on both sides us­ing a darn­ing nee­dle. thread through a length of thin black elas­tic and tie at each side to make a chin strap.
