were introduced to disrupt and control the return of those suspected of being involved in terrorism overseas. These include forcing them to engage with authorities, cancelling their travel documents and adding them to watch lists. By the end of 2017 only nine TEOs were served.
Another tool is the Terrorism Prevention and Investigation Measure. These allow the Home Secretary Sajid Javid to impose measures on people who pose a threat to security but who can not be prosecuted or deported. Currently only eight are in use. Ministers have announced tougher laws to criminalise travel “without good reason” to terror zones such as Syria. However they cannot be retrospectively applied.
The Met Police said: “Anyone who returns from conflict can expect to be investigated to determine if they have committed criminal offences and to ensure they do not pose a threat.”
