Murray said his years of dedication to the case is a result of an oath he made to Yvonne as she took her final breaths.

He said: “Two things happened that day that marked the path I would take. The first was the fact I promised to Yvonne as she lay there fighting for life that I would get justice for her.

“The second was I had to be present at the post mortem and wa s involved in identifyin­g a friend’s body. That was another memory time cannot erase.”

Mabrouk, a close aide to Gaddafi and a former minister of education, remains the only person arrested in connection with Fletcher’s murder.

The CPS recommende­d in 2015 that Mabrouk could be charged with conspiracy to commit murder because there was evidence he was involved in the orders to shoot protesters. But no charges were ever brought.

In his legal defence submitted to the High Court, Mabrouk insists he has done nothing wrong and instead maintains he has become a victim.

He is counter- suing Murray, accusing him of causing him “harm” through the incessant legal pursuit.

Mabrouk claims he was not present when Fletcher was shot and killed because he had already been arrested and was in custody. He said he left the UK on July 11, 2018, “on the request” of

Sajid Javid, then home secretary. Javid subsequent­ly signed an order preventing Mabrouk from returning in January 2019.

The decision led to allegation­s that the Government assisted his departure to prevent the civil case coming to court and forcing Mabrouk to be cross-examined, which could cause embarrassm­ent to the UK Government.

Dorans, who was a detective inspector by the age of 29, said he remembered very clearly his first meetings with Murray.

He added: “It was on June 4, 1974. We were flung together for 18 months in Hendon as two young cadets stuck in London.

“We were just 16 and we graduated to become constables at 19. I recall John was a funny guy who spoke very quickly.

“I also recal l very well the day WPC Fletcher was killed in 1984. I was on another job when news came through and it was devastatin­g.

“A murder investigat­ion I was working on then was also linked to Yvonne, as I noted from intelligen­ce files at the time that she was the last officer to arrest the person that was subsequent­ly jailed for the murder.”

He added: “It was good to hear from John and he caught me at an opportune time as I had just been picked from the ballot to ask a question at PMQs.

“Boris could have shut the door at that point but he agreed to meet.

“I believe success in the civil case could well lead to a reappraisa­l of the criminal evidence.”

Dorans is due to speak to the PM on September 29. The civil case against Mabrouk is expected to take place early next year.
