Plan for HMO from flats gets green light

Plans to convert a house in multiple occupation (HMO) into flats in Sunderland have been given the green light.

HMOs are properties which are generally defined as two or more households living together and sharing basic amenities, such as a bathroom or kitchen.

Earlier in February, a planning application was lodged to convert a six-bedroom HMO in the Hendon ward into selfcontained flats.

This included a total of four one-bedroom flats with bathrooms, kitchen facilities and lounges spread across three floors at 32 Mowbray Road.

According to the planning application for the change of use, the site is vacant.

Following consultation, Sunderland City Council’s planning department approved the planning bid.

A decision report from planners reads :“The property accommodates a six-bed HMO which would have generated comings and goings from residents.

“It is considered that the proposed conversion to four one-bed flats would reduce the number of residents, which would result in a less intensive use. “Consequently, it is considered that the proposed use will not result in the amenity of nearby dwellings being unduly harmed, with regard to the generation of noise and disturbance.

“It is also considered that the accommodation provided within the building is of an adequate size and quality and provides appropriate outlook, privacy and amenity for future users.”

Under planning conditions, work to convert the internal spaces into flats must be brought forward within the next three years.
