IN THIS FIRST HALF OF THE NATIONAL FINANCIAL INCLUSION STRATEGY 20162022,
we have achieved remarkable progress. The number of mobile accounts has by far surpassed bank accounts. Geographically, 73% of the districts have at least one branch, and 94% have one mobile money institution, while 24% have a point of contact with insurance institutions. This was result of several actions undertaken by the government and the regulator, some of which are still ongoing: the establishment of a legal framework to regulate mobile money; the law to regulate banking and non-banking agents; the “One district, one bank” program; the sandbox regulator and a legal framework to qualify and license fintechs; and legislation for the expansion of microinsurance. Key focus areas for us are now the issues of age and Know-Your-Customer (KYC).
