Council says cuts and changes to music tuition will boost service

In the face of fierce criticism, Perth and Kinross Council has moved to defend the changes it is making to its instrument­al music service.

A review has investigat­ed how it can best develop the musical talent and wider life skills of children and young people, while making best use of resources and delivering a £75,000 saving.

The council agreed to a package of changes and cuts last month which it has confidentl­y predicted will help to make music more inclusive.

In the wake of the meeting, opponents said the measures would have an adverse impact upon pupils and their access to music tuition.

Perth and Kinross Council, however, believes the criticism is unfair and the allegation­s unfounded.

Making a robust defence of the council’s position, Lifelong Learning convener Bob Band said the service had an enviable reputation – and one that can be enhanced by the changes being made.

Councillor Band said: “Our music service was founded in 1965 and has a very strong reputation for fostering talent in children and young people.

“There were and may continue to be financial savings to be made and the approach we are taking aims to allow us to still be able to provide these services rather than simply stopping them all together.

“By ensuring that all aspects of the service comply with existing policies, we can find the savings we need while still providing a safe learning environmen­t for pupils.

“The learners will not experience a reduction in time nor experience. In fact we aim to have more young people benefit from this service.”
